Digital Outcomes and Specialists 7 (DOS 7) is Crown Commercial Service’s latest agreement for buying digital, data and technology services across the public sector. It brings together outcome‑based delivery, specialist roles, capability support and user research facilities into one streamlined route, making it easier for organisations to access the expertise they need to design, build and improve digital services. The agreement supports agile delivery, aligns with government standards, and is designed to give buyers a flexible, competitive way to procure high‑quality digital work.

Digital Outcomes and Specialists 7 provides the public sector with access to agile development and user‑centred design services, giving organisations the ability to bring in digital specialists who can deliver defined outcomes or respond quickly to urgent needs. The agreement brings together the previous RM1043.8 Digital Outcomes 6 and RM6263 Digital Specialists and Programmes frameworks, creating a single, streamlined route for buying digital, data, and technology services.

 Through this agreement, buyers can procure suppliers who work in line with government policies, standards, and recognised best practices. Suppliers are able to support the full agile delivery lifecycle, covering discovery, alpha, beta, live, and retirement phases, ensuring that organisations can access the right expertise at every stage of developing or improving a digital service. These services help teams deliver application development and user‑centred design support so they can build digital products and services that genuinely meet the needs of citizens.

The framework is open to central government, charities, education, health, 
local authorities, blue light (police, fire, ambulance, search and rescue) devolved administrations. 

Benefits

This framework is designed to be genuinely accessible to small and medium enterprises, and gives organisations the ability to draw on a wide and diverse pool of specialists experienced in agile methodologies, while also providing straightforward access to essential DDaT capability. All work delivered through this route is assured against the Government Digital Service standard, and buyers can make use of flexible call‑off award procedures that allow them to shape their procurement approach around their specific needs, timelines, and levels of complexity.  Lot 1 is for Digital Outcomes and is used when an organisation needs suppliers who can take responsibility for delivering a defined, outcome‑based digital project, working in line with agile practices and government digital standards. Lot 2 is for Digital Capability and Delivery Partners and can be used to procure suppliers who can bolster long‑term digital transformation programmes, support capability‑building, and provide strategic resource augmentation over an extended period. Lot 3 is for Digital Specialists and allows buyers to bring in individuals with digital expertise in specific roles to strengthen existing teams and contribute targeted skills to projects, services, or transformation initiatives. Lot 4 is for User Research Studios and Participants and can be used when organisations need access to dedicated research facilities or help recruiting participants to support the testing and development of digital services.

 Buying

Before you begin, you should carry out the necessary research and early engagement to understand your requirements clearly, and you should read both the buyer guide and Framework Schedule 1: Specification. This preparation will help you develop a well‑defined statement of requirements.

 Purchasing through this agreement is done exclusively via further competition, and you can choose to run a single‑stage, two‑stage, or multi‑stage competitive selection process. Direct award is not permitted, and each procurement must result in a contract with one supplier only.

 To run your competitive process, you will need to access the agreement through the Public Procurement Gateway (PPG), engage with suppliers, and develop your specification and assessment criteria. You may also use the filtering tool available on the Contract Award Service (CAS) to refine your approach. Once ready, you can run your chosen competitive process, make and publish your award decision, and then complete your call‑off contract.

 All requirements must be published on CAS, which is provided as part of the service and accessed through your PPG account. Every supplier appointed to the agreement and registered on the platform will be able to view your opportunity and submit a response.
